Best way to make a model boat science experiment?

for science class I have to make a model boat using only some aluminum foil, 2 straws, 10 paper clips, some tape, and a small plastic bag. the objective of the experiment is to try to put the highest number of pennies on the boat while still keeping it afloat. whoever makes the boat hold the most pennies gets a 100. how can i construct this boat to maximize how many pennies i can put on it, while still keeping it sailing?
