Where do I turn re sound financial advice?

Hopelessly overwhelmed and don't know what to do. Live in a home that is 100k under water. Have a variable rate loan on it and can't refi, behind in property taxes, federal taxes. Have a rental home that is 50k under water. We have been slowly sinking over the last 5 years financially. Owe tons of credit card debt incurred trying to stay afloat, work has slowed for both my husband and I. My parents very sick and needing time and care. Our renter moved out this weekend. Do we let our home we live in go into foreclosure and move into the rental, which the payment is much cheaper. Then rental has a HELOC of 98k on a variable rate that the bank has now offered at a 5 year modified loan beginning @ 1% and going up 1% per year for the next five years. I really don't want to claim bankruptcy but am overwhelmed, can't sleep, and scared to death for our future. Every time I speak with someone, it seems they have an agenda. I am hopelessly lost and don't have a clue where to turn or what to do. Any advice on someone who might be able to help?
