Who can sell games of chance in Pennsylvania?

Can a small business owner sell games of chance (such as tear-off tickets) in Pa? I would like to start a business but it wouldn't make much money since it would only attract such a small niche of people. I have been racking my brain trying to think of additional things I could do to bring in more sales. The only thing I could think of that could actually help was to sell tear-off tickets to make a few extra bucks to keep the business afloat. I just don't know if its legal to small companies like mine. Any help would be greatly appreciated. Thanks so much!
